To: Development and Reform Commissions of All Districts, Gas Operating Enterprises, and Relevant Units:

In accordance with the relevant provisions of the urban gas pipeline residential natural gas upstream and downstream price linkage mechanism in our city, and considering the changes in natural gas prices supplied by upstream enterprises to our city's residential users, in order to ensure the stability of the natural gas market supply, it has been decided to adjust the sales prices of urban gas pipeline residential natural gas in our city. The relevant matters are hereby notified as follows:

1. Sales Prices

(1) Residential Household Gas:

  - Tier 1 gas price is adjusted from ¥2.50 per cubic meter to ¥2.79.

  - Tier 2 gas price is adjusted from ¥3.00 to ¥3.29.

  - Tier 3 gas price is adjusted from ¥3.75 to ¥4.04.

(2) Residential Independent Heating Gas:

  - Tier 1 gas price is adjusted from ¥2.40 to ¥2.69.

  - Tier 2 gas price is adjusted from ¥3.00 to ¥3.29.

  - Tier 3 gas price is adjusted from ¥3.75 to ¥4.04.

(3) Non-residential users using residential gas rates will have their gas price adjusted from ¥2.53 to ¥2.82.

(4) Rural "Coal to Gas" households for winter heating will follow Tier 1 independent heating gas prices and will be adjusted from ¥2.40 to ¥2.69.

For detailed adjusted residential gas prices and tiers, please refer to the attached table.

2. Implementation Date

The above prices will be implemented from September 1, 2023.

3. Supporting Measures

(1) The support policy of residential gas prices for low-income families such as subsistence allowances and extremely poor households will continue to be implemented at the Tier 1 gas price, and the tiered gas pricing will not be implemented.

(2) The adjustment of gas prices for village and town residents affected by the 2023 flooding disaster will be postponed. They will continue to be charged at the pre-adjustment prices for one year (until August 31, 2024). The villages and towns affected by the flooding disaster will be determined by the district development and reform commissions in conjunction with relevant departments.

(3) The settlement period for residential tiered gas prices will continue to be implemented according to current regulations.

4. Requirements

(1) All natural gas operating enterprises must strictly implement pricing policies, perform metering and price settlement work diligently, and strengthen policy interpretation, explanation, and user service work to enhance service quality and management standards. Ensuring a stable and safe gas supply for the entire city.

(2) In accordance with their pricing authority, Binhai New Area, Wuqing District, Jinghai District, Ninghe District, Baodi District, and Jizhou District should formulate sales prices for urban gas pipeline residential natural gas in their respective areas based on actual conditions. When formulating price schemes, they should strengthen the safety net for disadvantaged groups. Relevant price-setting information should be promptly submitted to our committee.
