To all district development and reform commissions, all gas operating enterprises:

In accordance with the requirements to strengthen price regulation in the gas distribution sector as stipulated by the state and based on the "Tianjin City Urban Gas Pipeline Network Gas Distribution Price Management Measures" (TJFAG Price Regulation [2018] No. 4), we hereby notify you of the relevant matters concerning non-residential gas distribution prices in our city:

1. Taking into consideration the actual economic and social development of our city, the cost situation of urban gas enterprises, and after verification, the non-residential gas distribution prices in our city will remain relatively stable. The specific prices are as follows: general industrial and commercial and other gas usage will be charged at 0.58 yuan per cubic meter, while centralized heating gas usage will be charged at 0.29 yuan per cubic meter. The above prices do not include the impact of supply and distribution differentials, and the supply and distribution differential rate will be determined at no more than 4%.

2. Gas companies in each city should strictly implement the relevant national requirements, reasonably arrange network investments, improve utilization efficiency, actively promote the renovation of old gas networks, and enhance gas supply safety capabilities. Our commission will closely monitor changes in investment and operating costs of gas companies in each city and adjust distribution prices as needed based on actual circumstances.

3. In accordance with pricing authority, the Binhai New Area, Wuqing District, Jinghai District, Ninghe District, Baodi District, and Jizhou District should, in conjunction with local conditions, carry out gas enterprise distribution price supervision work within their respective regions.

4. The above provisions shall be implemented from the date of issuance of this document.
